C.A.R. OPPOSES Point-of-Sale Mandate

Call your Assembly member Today!

C.A.R. is OPPOSING AB 2678 (Núñez) which will require a state agency to set up a process to require point-of-sale energy efficiency audits   on ALL homes and commercial properties in California.  These audits will cost up to $400 for homes and ultimately require point of sale energy efficiency retrofits that may cost THOUSANDS of dollars.   While C.A.R. appreciates the goal of AB 2678 C.A.R. strongly opposes the point-of-sale requirements in AB 2678 because they fail to achieve the bill’s objectives and, such mandates will further weaken the housing market.  AB 2678 has just been approved by the Assembly Utilities and Commerce committee and may be considered for a vote by the entire Assembly as soon as next week.

In 2006, legislation was passed which set extremely ambitious goals for greenhouse gas emissions; the first of which is to reduce green house gas emissions to 1990 levels by 2020. To meet this goal, all market sectors in California are being targeted for energy and emissions reducing rules and regulations. AB 2678 is an attempt to reach this goal, albeit a misguided one.

C.A.R. has historically opposed point of sale retrofits:  while they may be well intentioned, they are ineffective because they only apply to a small portion of the housing stock that changes hands every year, and they hurt housing affordability.

Here’s why AB 2678 is a bad idea:

Point-of-sale takes too long. All homes will be subject to the requirements of AB 2678, but the California Energy Commission reports that approximately 70% of California’s existing housing stock was constructed prior to energy efficiency standards, which were adopted in 1978. These homes, which use up to 50% more energy for heating and cooling than new homes are the homes where retrofits and upgrades can create the “biggest bang for the buck”. Waiting for point-of-sale, however, to audit and retrofit these homes simply takes too long. C.A.R.’s research data concludes that only 22% of the homes built before 1980 (the homes most in need of retrofit) will change hands between now and 2020. By the time a point-of-sale program is devised and adopted, this number would be even lower. The pont-of sale approach falls critically short of reaching what is needed to achieve the state’s goals.

Point-of-sale mandates hurt housing affordability.  Every $1,000 increase in the price of a home disqualifies 26,600 California households from achieving home ownership. Even in the current market, housing affordability in California is still abysmal. Home energy audits can cost up to $400+ per home to perform. In addition, mandatory point of sale energy efficiency investments can add thousands of dollars to the price of a home. Every dollar counts when buying a home; California families are finding it difficult to achieve and sustain home ownership. The point-of-sale mandates in AB 2678 will only make matters worse.

There’s a better alternative. To really achieve the goals of California’s statewide and national energy and environmental policies and commitments, the C.A.R. suggests that AB 2678 be amended to reach all California homes through a comprehensive, phased in, statewide approach that does not burden homeownership at its most vulnerable point – when it sells!

Here’s how you can help. Contact your Assembly member today by calling 800-961-3302 and entering your NRDS ID. When you are connected to his or her office, ask that they OPPOSE AB 2678 unless the point-of-sale requirement is removed.

Hey there,

I am so sorry that I have not written you in so long. We got pulled way up north for almost a month. Yes we got all of the Christmas packages. My Marines were very excited and happy to receive the goodies. The soup bowls came in very handy. Our cut off to receive packages is Jan 20th. We are asking everyone to not send any packages past that date. The Marines are getting very excited since we are fixing to go into our last full months of work. After that our replacements will be here and we will go back home to Japan. As far as other items that we may need for the remainder of the deployment, some more bowls would be nice and soup. The temperature has dropped down considerably here. It gets in the 30s at night and usually highs of 60s. I have enclosed a few pictures of my platoon so you can put up when you do your meetings.

Take care and thank you very much,

Jason

How California’s State Budget and Economy Benefit from the New Indian Gaming Agreements

<div class="serendipity_imageComment_right" style="width: 110px"><div class="serendipity_imageComment_img"><a class='serendipity_image_link' href='http://www.srcar.org/documents/IndMemberForm.pdf'><!– s9ymdb:48 –><img width="110" height="110" src="http://blog.srcar.org/uploads/pdf-logo.thumb.jpg" alt="" /></a></div><div class="serendipity_imageComment_txt">Download the Individual Member Form</div></div>California continues to face chronic budget deficits, and the state struggles to adequately fund our schools, public safety, traffic congestion relief, healthcare and other services. That’s why Gov. Schwarzenegger negotiated and bi-partisan members of the legislature recently approved new Indian gaming agreements that <strong>will provide our state more than $9 billion in new revenue over the next two decades – without raising taxes.</strong> Under these new agreements, four tribes that have casino facilities on remote reservation lands in Riverside and San Diego counties will pay a much higher percentage of their net gaming revenues to the state, in exchange for being allowed a limited expansion of slot machines on their existing tribal lands.<br />
<br />
<h3>Agreements give our state hundreds of millions of dollars each year – without raising taxes.</h3><br />
<br />
Under the agreements, the Agua Caliente, Morongo, Pechanga and Sycuan tribes will pay much higher percentages of their net gaming revenues (up to 25%) into the state General Fund.<br />
<br />
These agreements will provide the state with more than $200 million the first year (with revenues increasing significantly in future years) and an estimated $9 billion over the next two decades to help balance the budget and pay for schools, roads and bridges, public safety and health care – without raising taxes or increasing debt. That will help balance the state budget and provide vitally needed new funding for schools, public safety, roads and bridges, health care, and other programs and services throughout California.<br />
<br />
<h3>The new agreements will protect and create thousands of California jobs by keeping the tribes' casinos competitive.</h3><br />
<br />
The agreements benefit the tribes by allowing them to have additional slot machines at casinos on their existing tribal lands. This will create thousands of new jobs at their gaming facilities. In addition, under the new agreements, the four tribes will share tens of millions of dollars from their revenues with non-gaming tribes.<br />
<br />
The new agreements also require the tribes to coordinate with local police and fire agencies, to compensate local governments for any local services that are needed, and to resolve disputes with surrounding communities through binding arbitration.<br />
<br />
<div style="border:#999 dashed thin; background-color:#eee;"><strong>"These compacts will bring in hundreds of millions of dollars per year to the state in funds for education, health care and public safety."<br />
- Gov. Arnold Schwarzenegger</strong></div><br />
<br />
<h3>The agreements strengthen protections for casino employees and the environment.</h3><br />
<br />
The new agreements preserve the right of Indian casino employees to be represented by unions chosen through secret ballots. They also ensure that the tribes will comply with environmental review provisions that mirror the California Environmental Quality Act.<br />
<br />
<h3>Special interests are bankrolling an effort to repeal these fair agreements.</h3><br />
<br />
Predictably, certain special interests don’t like the new gaming agreements. The new agreements are opposed by a big Las Vegas casino owner and two wealthy gaming tribes that are allowed to have unlimited slot machines and don’t want competition. These special interests are spending millions on a referendum effort to place the four new agreements on the February 2008 ballot and try to convince voters to repeal them. If they get their way, the agreements will be canceled – and our state will lose billions of dollars in vitally needed revenues for public safety and other services.<br />
<br />
